Nigerian citizen charged with defrauding Washington State Employment Security Department of over $350,000

            Arrested at NY airport on criminal complaint

Seattle – A Nigerian citizen was arrested Friday evening at JFK Airport in New York on a criminal complaint charging him with wire fraud for his scheme to steal over $350,000 in unemployment benefits from the Washington State Employment Security Department, announced Acting U.S. Attorney Tessa M. Gorman.  Abidemi Rufai, aka Sandy Tang, 42, of Lekki, Nigeria, made his initial appearance Saturday May 15, 2021 in New York.  He is scheduled for a detention hearing Wednesday.  

“Since the first fraud reports to our office in April 2020, we have worked diligently with a federal law enforcement team to track down the criminals who stole funds designated for pandemic relief,” said Acting U.S. Attorney Gorman.  “This is the first, but will not be the last, significant arrest in our ongoing investigation of ESD fraud.”

The criminal complaint alleges that Rufai used the stolen identities of more than 100 Washington residents to file fraudulent claims with ESD for pandemic-related unemployment benefits.  Rufai also filed fraudulent unemployment claims with Hawaii, Wyoming, Massachusetts, Montana, New York, and Pennsylvania.  Rufai used variations of a single e-mail address in a manner intended to evade automatic detection by fraud systems.  By using this practice, Rufai made it appear that each claim was connected with a different email account. 

Rufai caused the fraud proceeds to be paid out to online payment accounts such as ‘Green Dot’ accounts, or wired to bank accounts controlled by “money mules.”  Some of the proceeds were then mailed to the Jamaica, New York address of Rufai’s relative.  Law enforcement determined more than $288,000 was deposited into an American bank account controlled by Rufai between March and August 2020.

“Greed is a powerful motivator.  Unfortunately, the greed alleged to this defendant affects all taxpayers,” said Donald Voiret, Special Agent in Charge FBI Seattle. “The FBI and our partners will not stand idly by while individuals attempt to defraud programs meant to assist American workers and families suffering the consequences of the Covid-19 pandemic.”  

Wire fraud is punishable by up to thirty years in prison when it relates to benefits paid in connection with a presidentially-declared disaster or emergency, such as the COVID-19 pandemic.

The charges contained in the complaint are only allegations.  A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

This case was investigated by the FBI, with assistance from the Department of Labor Office of Inspector General (DOL-OIG).  The fraud on ESD is being investigated cooperatively by the FBI, DOL-OIG, Social Security Office of Inspector General, U.S. Secret Service, the United States Postal Inspection Service, and the Internal Revenue Service Criminal Investigations.  The Washington Employment Security Department is cooperating in the investigation.

The cases are being prosecuted by Assistant United States Attorneys Seth Wilkinson, Cindy Chang, and Benjamin Diggs of the Western District of Washington, and Trial Attorney Jane Lee of DOJ’s Cyber Crime and Intellectual Property Section (CCIPS).

Tanzania Swears in First Female President

Tan 161-year-old Samia Suluhu Hassan has been sworn in as Tanzania's first female President.
After the new President was sworn in, she inspected a guard of honor and received a gun from the military.
In her maiden speech as the  President of Tanzania expressed sadness over the passage of the late President. 
“The oath I took today of office is different and unlike any other, I have ever taken in comfort, excitement, and joy. I took this oath with sorrow and all across the country there is great sadness, I took this oath on a day of mourning. For this I am sorry.”
Hassan announced 21-day mourning for Magufuli, while dsiclosing that all flags of Tanzania will fly at half-mast for the period.
She further disclosed that the body of the late president will be moved from the Lugalo Military Hospital to St. Peters Church in the capital for prayers on Saturday and later to Uhuru Park where Tanzanian leaders will bid farewell.

World Bank President makes Case for Women

WoThe World Bank Group President, David Malpass has stressed the need for women to be included in the running of the economies of countries of the world.
Malpass made this disclosure in a Press Release dated 23 February 2021.
“Despite progress in many countries, there have been troubling reversals in a few, including restricting women’s travel without the permission of a male guardian. This pandemic has exacerbated existing inequalities that disadvantage girls and women, including barriers to attend school and maintain jobs. Women are also facing a rise in domestic violence and health and safety challenges. Women should have the same access to finance and the same rights to inheritance as men and must be at the center of our efforts toward an inclusive and resilient recovery from the COVID-19 pandemic.” the World Bank President stated.

Rwanda Generates Revenue from Flower

Rw 1The National Agricultural Export Development Board (NAEB)in Rwanda has disclosed that the country exported 43,237 kilograms of flowers, earning $467,544 (Rwf456 million) in the first week of February.
According to NAEB the figures reflect a sharp rise in exports when compared to the previous week when the country exported 19,235 kilograms of flowers, which fetched $126,131 (Rwf123 million).
The data suggests that flower export volumes increased by more than 200 percent while revenues rose by over 300 percent.
It attributed the rise to the increase in demand ahead of the February 14 Valentine’s Day.
Pie Ntwari, the NAEB Communication Specialist said, ''Valentine’s [Day] preparation worldwide has led to more demand for the product.”

Togo Moves Against Fraud

Togo 2The Togolese Government has introduced a new policy that requires that those involved in business transactions must be identified failure of which will attract appropriate sanctions.

The policy is targeted at curtailing fraudulent and shady transactions within the country.

The authorities further disclosed that the penalty for flouting the law will be met with a fine equivalent of 50 percent of the transaction’s value. 

The penalty is set by the 2021 Tax Procedure Book.

When the beneficiary of a shady transaction is not identified, parties involved will equally share the payment of the tax associated with the operation as well as a fine equivalent to 50% of the transaction’s value. 

This rule forces those doing business together to primarily identify their clients or suppliers to avoid transactions they carry out from being defined as fake or shady. 

It will make it easier for the tax authority to verify the authenticity of amounts declared, and if business partners are real or fake. Ultimately, the goal of the measure is, according to sources from Togo’s Tax Office (OTR), to fight tax evasion and tax fraud. When parties involved in a transaction are not identified, the person who collected the VAT does not transfer it into our accounts.

The Gambia Discharges 6 new COVID 19 Patients

Ga 3The authorities in the Gambia have stated that the total number of coronavirus cases is 3,958.
This is contained in the  252nd national situation report. 
According to the report, 6 new patients got discharged from the treatment centers while 5 COVID-19 patients are currently on oxygen therapy.
The Gambia currently has75 people in hotel quarantine, 125 active cases, and a crude case-fatality ratio of 3.2%.

Olorunsogo Molete Residents Vandalize Private Property in Ibadan

RepResidents of Olorunsogo, Molete, Ibadan, Oyo State, Nigeria have vandalized a private property at 3, Kehinde Aderibigbe street and converted the same to a refuse dump.
The residents acting on the orders of some government officials and community leaders instructed the cultists and other categories of criminals, including their children, to threaten, intimidate and attack the occupant of the private property.
The criminals have on all occasions, inflicted bodily harm on the occupant.

The presence of a fair-complexioned woman of easy virtue, also known as Mama Bisoye, who also owns a beer parlor at Amoke Mall in the community and a resident of No.4 of the same street, is the stimulus, a fair-complexioned policeman required to boost the image of the criminals, while he drives a Rio Kia of the Oyo State Government Security outfit,  Special Response Squad(SRS).
Prominent among the criminals, who mostly hang out at beer parlors, hotels, and a deserted building behind the vandalized private property in the community, is one Nnanna of No. 5,  of the same street, Tobi Adesanya(Ijoba) whose mother grinds pepper and tomato in the community at No. 6 and Lekan Adewale, whose mother also sells tomato at No. 8 of the same street, where the criminals have operated for several years.
The criminals who are brazen and daring openly boast that they have the consent of the law enforcement agents and some government officials to terrorize the occupant of the private property, in a nation guided by due process and the rule of law.

Conditions for Prayer Efficacy

Prof 1Prayer is a great request that usually demands the supplicant eagerness for an answer.
This may be a social demand from a supposed authority or giver.
On the other hand, the nature of the request may demand a divine solution for intervention whichever way prayer maybe another intervention through the power of appeal fr intercession or healing through divine means.
In all cases, supplicants have certain conditions to be met and fulfilled.
Common sense demands that there must be a mutual agreement and synergy between the two parties, whereby the supplicant must be of good character with spelled out reasons for the demand.
He must be sure of some authorities and capabilities of the person from which he is seeking favor and whose terms he must respect before having any hope to get a worthwhile and reasonable result.

 This is why from the biblical perspective in Psalm 24, the supplicant's prayer stands the risk of been answered, if and only if he could not acknowledge the mightiness of the almighty God as been praiseworthy.
''The earth and everything on it belongs to the Lord. The world and all its people belong to Him. The Lord built to Him. The Lord built the earth on the water. He built it over the rivers(Psalms 24: 1-2).
In the same manner, the  Holy Quran 1: 1-2 refers

The supplicant needs to examine himself on creditworthiness to make a request.
For example, with respect to the level of attaining body purification from the devilish through processes. This is why the Holy Bible in Psalm 24: 3-5 ''Who shall ascend into the hill of the LORD? or who shall stand in his holy place?
4He that hath clean hands, and a pure heart; who hath not lifted up his soul unto vanity, nor sworn deceitfully.
5He shall receive the blessing from the LORD, and righteousness from the God of his salvation. ''
On the set of conditions, the Holy Quran emphasizes the greatness of God and endear supplicants to make a covenant on the need to show consistency and sincerity of purpose in adhering strictly to the cause of the Almighty Allah before and after his prayer must have been answered. As a follow-up  of verses 4-5 of the same chapter 1, ''Master of the day of judgment thee do we worship and Thine aid we seek.''Guide us to the straight path -7 The path of those upon whom You have bestowed favor, not of those who have evoked [Your] anger or of those who are astray.''
At every point of experiencing resounding success, the Holy Bible and the Holy Quran teaches us to be thankful to God for the success to be eternal. Who is that glorious King? The Lord powerful is that King. But let us always be reminded that it is only under a strict environment of love that our religious  activities can activate into just worship, that can raise our hopes for our yearnings and aspirations to be crowned with success.''

COVID 19-Ghana releases Guidelines for the Resumption of School

Gh 1The Ghana Education Service(GES) on Sunday released guidelines for the reopening of schools in the country.

The Guidelines which was issued by  the Director-General of the GES, Professor Kwasi Opoku-Amankwa, states :
“I want to assure all stakeholders, including parents and guardians, of our preparedness to support the provision of good quality education for all our learners, even in these times of the COVID-19. Our goal, in these times, is to provide quality education within a healthy and safe environment. At the same time, we will continue to build a more resilient educational system that will ensure continuous learning for our learners, even during emergencies.
“As we prepare to reopen our schools to allow learners to continue with their academic work, it is important that we establish broad guidelines for the safe operation of our schools.''
“These guidelines are to help regional and district directors of education, as well as heads of schools, to operate safely in the country. It is important to note that the broad guidelines outlined in this document are a general guide and must be adapted, where necessary, to meet the particular situation of each region, district, or school, in accordance with the protocols and directives for the reopening of schools.''
“Learners and staff will be provided with re-usable face masks which must be worn at all times to, in, and from school. Learners with hearing impairment and staff will be provided with age-appropriate face shields to be worn at all times and supported by staff for safe-keeping and cleaning.''
“Lesson periods and breaks shall be as stipulated by the GES and subject to the approved COVID-19 safety protocols.
“Visits to washrooms (that is, toilets and urinals) should be regulated to promote social distancing and safety. Parents are encouraged to provide their children with food (e.g. snacks) when going to school to minimize the movement of learners for food within and outside of the school premises.''
For kindergarten children, it said heads of schools must ensure regular disinfection of furniture and other teaching/learning resources, as well as the regular washing of hands with soap under running water.
