The function of a government goes beyond ensuring law and order, the arrangements to permit change must be functional. Change must revolve around consent and permission from the people.
In several climes, the toleration of criticisms by governments attracted peaceful change and those who had visible potentials to partake in government are brought on board. But sadly, the fact that legislative chambers at the Federal and a number of states did not meet the minimum constitutionally stipulated sitting requirements in the outgone year is a great setback.
Indeed, there is no ideal government for all places and there is no ideal for all times.
The security situation across Nigeria, the attitude of security and law enforcement personnel, and government go beyond scratching the surface.
When Government does not change promptly with the situation, the people become a major part of the challenges confronting the government.
The experience of France at the end of the 18th century and Russia in the 20th century is instructive on the necessity for change.

The docile nature of government officials, for pecuniary reasons, can be seen in the activities of an individual who sighted poultry at No. 2 Kehinde Aderibigbe Street, Olorunsogo, Molete, Ibadan, Oyo State, Nigeria(red gate).
Sighting poultry in a residential area constitutes a great danger to residents while the several numbers of doubtful characters who visit the poultry on a daily basis pose security threats for residents who still contend with crime and criminality.
Government must live up to its responsibilities.

Rwanda Police Connect Communities without Electricity to National Grid

The Rwanda National Police(RNP) has disclosed that it has connected thousands of households without electricity to the national grid.
This disclosure was made on Tuesday, during activities commemorating the the Police Month, by the RNP spokesman, John Bosco Kabera, who also said that a total of 30 houses had been built for vulnerable citizens in various parts of the country.
The month-long outreach activities is aimed at supporting community development and harnessing the ideology of community policing towards crime prevention.
In the Northern Province, RNP gave financial support to 5 apiculture projects, paid health insurance fees for 600 families, built 5 houses for vulnerable people, and provided 732 solar panels to different households.
In the Western Province, 7 houses were built for the vulnerable, 1,379 solar panels donated to households, in addition to financially supporting different cooperatives in Rubavu district with Rwf. 40,200,000.
In the Eastern Province, RNP built 7 houses for the vulnerable, provided 1,458 solar panels to households, paid health insurance fees for 1000 families, built 13 cattle spraying facilities, and donated cows to 4 families.
In the Southern Province, 8 houses were built and 1,070 solar panels donated, while in the city of Kigali, 3 houses were built, in addition to awarding the districts and sectors that performed in the fight against the spread of Covid-19.

Police Abducts ICT Expert in Kenya

The unabating insecurity in Kenya reared its ugly head again when Police officers reportedly abducted an Information Communication Technologist(ICT)Dennis Itumbu beating him to a state of unconsciousness.
A statement by the brother of the Technologist, David, stressed that Dennis who had been missing after the abduction took place in Thindigua along Kiambu Road, was found tortured and was being treated at a local hospital.
“My brother has been badly beaten. We thank God that he is alive. On his own account, he was arrested by police and beaten and tortured. Please pray for his recovery. Thank you for your many prayers and support,” stated the brother.’’ David revealed.

Life is without falsehood or deceit is exemplary. This is the expectation of God from every human. The failure of mankind to respect these golden rules is responsible for the sate of insecurity in several nations.
We need to continue to remember that without divine intervention, human efforts will always go into nullity, which translates to chaos and pleasant situations.
Let us, therefore, respect the sacredness of our faith, through been scripture compliant in our chosen religion for the world to be devoid of injustice and marginalization which are always the root causes of human disaffection.
This is buttressed in the Holy Bible Proverbs 29 : 14–23, ‘’14 The king that faithfully judgeth the poor, his throne shall be established for ever.
15 The rod and reproof give wisdom: but a child left to himself bringeth his mother to shame.
16 When the wicked are multiplied, transgression increaseth: but the righteous shall see their fall.
17 Correct thy son, and he shall give thee rest; yea, he shall give delight unto thy soul.
18 Where there is no vision, the people perish: but he that keepeth the law, happy is he.
19 A servant will not be corrected by words: for though he understand he will not answer.
20 Seest thou a man that is hasty in his words? there is more hope of a fool than of him.
22 An angry man stirreth up strife, and a furious man aboundeth in transgression.
23 A man’s pride shall bring him low: but honour shall uphold the humble in spirit.’’
Similarly, the Holy Quran 2 : 269 refers, ‘’He granteh wisdom to whom He pleaseth, and he to whom wisdom is granted receiveth indeed a benefit overflowing ; but none will receive admonition except men of understanding.’’
For all troubled nations to attain a state of felicity we must base exemplary lifestyels on the virtues spelt out in the scripture.
The Holy Quran 3 : 134–135 not only corroborates the essentials of the golden rules of exemplary lifestyles in the quoted verses of the Holy Bible.
Hence, there is a need to heed the admonition that follow.
‘’Those who spend freely whether in prosperity, or in adversity : who restrain anger and pardon all men:- For Allah loves those who do good and those who having done an act of indecency or wronged their own souls. Remember Allah and ask for forgiveness for their sins,- and who can forgive sins except Allah ?- And are never obstinate in persisting knowingly in the wrong they have done.’’
Use the SWOT analysis for the above mentioned bible verses of wisdom for exemplary lifestyles, to be able to make necessary adjustment to achieve the goal of safe and secured environment for rapid development. Thereafter, live by SMART concept to be able to heed the admonition of god from the above mentioned Quranic verses, daily to be able to attain the pious state of an exemplar. Heed the voice of wisdom.

The Right to Personal Liberty by Prof. Sabitu Olagoke

From the religious point of view, the right to personal liberty of any individual is naturally restricted, when sinful acts are committed, criminal or civil, in a way that the long hands of the law catches up with such an individual. As a result such a person’s movement is restricted.
There is a need for all to conscious of the fact that the right to personal liberty guarantees the quality or state of being free. This makes us to realize the fact that the ability to do as one pleases must not be abused, since it guarantees a benefit of freedom from physical restraint, freedom from arbitrary or despotic control and the positive benefits of various socio-political or economic rights and privileges.
The right to personal liberty is freely enjoyed by children and the youth in their Id and ego stages of life, whereby parents are totally responsible for their care and protection. This is why good parenting is required to ensure that the children enjoy the right to personal liberty under their parents.
In the general society, the power or scope to act as one pleases extends to the state of being free withing the society, from oppressive restrictions imposed by the authorities on an individual’s way of life.
This equally bothers on the two perspectives of behavior and political inclination.
This makes it imperative for every citizen to be law abiding by ensuring that one’s liberty is never used in form of abuse or in an act which may be harmful to a person, society or the nation at large.
Indeed, personal liberty must be cherished by channeling it towards the positive aspects life to make one independent, self-sufficient, innovative and creative, straightforward person to be trusted.
Personal liberty leads to the empowerment of the citizen, who contributes positively to a nation’s development.
The right to personal liberty, therefore, ensures that every citizen irrespective of status is entitled to personal liberty and must not be deprived of such liberty, except in a procedure permitted by law.

Government policies revolving around austerity measures, unemployment, stagnant salaries, rising prices of essentials, indiscriminate and multiple taxation among others are all reflections of the extent to which Those-in-Charge are now unpopular.
Several people unfriendly policies have successfully rubbished governance.
Sadly, officials of the administration have so far been unable to convincingly explain and defend the administration’s actions and policies that have brought about excruciating hardships on the people.
Regardless of the poor state of the economy, Those-in-Charge have continued to borrow and spend without recourse to saving.
A bad democracy is not good merely because it is a democracy; and any form of government that is not a democracy is bad, for uncontrolled power invariably corrupts those who possess it.
They are not always right, but Those-in-Charge have sacrificed national interest as they see it in order to obtain a present political party advantage.
The imminent lose of political power by Those-in-Charge abounds in the opinion of the distraught, disillusioned and impoverished people.

The craze for wealth by humans will go beyond the perception of vanity, if and only if an individual can think of others in the sense of caring and sharing for neighbors to be catered for.
Money spent on others with appreciable impact in addressing their needs will justify the essence of the world would have been far better to live in amicably without the unnecessary fear of unwarranted exigencies of sorrows, most especially from those who may feel marginalized and hostile nation or society.
The neighbor in the spiritual is greater than self.
Ecclesiastes 5: 15-17 is a good reference point.
''15 As he came forth of his mother's womb, naked shall he return to go as he came, and shall take nothing of his labor, which he may carry away in his hand.
16 And this also is a sore evil, that in all points as he came, so shall he go: and what profit hath he that hath labored for the wind?
17 All his days also he eateth in darkness, and he hath much sorrow and wrath with his sickness.''
With sadness and joy, an individual keeps on with life while alive. What then is the essence of cheating on others to make it in life. A number of people engage in ritual killings for quick money.
Why do we neglect the dignity of labor, hard work, and a symbiotic form of living with others?
A parasitic form of living is as bad as living in affluence without considering the wellness or economic status of others.
The Holy Quran 6: 94 emphasizes the futility of human struggles and the emptiness of life itself if it is devoid of having fellowship with others to minimize sadness but maximize joy. There is internal peace for all givers will never lack. For we come with nothing and we will leave with nothing.
''And behold! Ye come to Us bare and alone as We created you for the first time: Ye have left behind you all favors which We bestowed on you: We see not with you your intercessors whom ye thought to be partners in your affairs. So now all relations between you have been cut off and you pet fancies have been left in the lurch.''
Do not acquire wealth illegitimately because the consequences will be on you alone and by extension, the generational curses may follow like a cloud of jinx in the family's genealogical order.
Only God can give peace and tranquility to the mind, but divine intervention will never reach out to people with anti-scriptural behavior. Let us remember that once the fundamental needs are met in terms of food, clothing, and shelter as human physiological needs all other things do not add value except luxuries which in most cases bring about misfortune due to the miserly approach of using them or lack of philanthropic gesture by those who are endowed.
It is, therefore, imperative to be rightly guided to always remember that we come with nothing and we will leave with nothing. On this, be a moderate exemplar.

The people continue to complain of the prohibitive cost of foodstuff in the markets, the absence of quality health care delivery, the high rate of unemployment, and the declining productivity of workers as a result of poor conditions of service.
Under the present situation, real income is very low due to low productivity.
The inducement to invest is also very low as a result of the low purchasing power of the people.
What has the government done to ameliorate the situation?
This question continues to linger.
Foreign investors have continued to observe the trend, which is obviously not favorable and decide against sinking their money in unsafe waters.
This in essence suggests that leadership at all levels of government now contend with ignorance, mediocrity, and the prominent lack of initiative to redeem the situation.
In this situation, lies, deceit, threats, and other covert methods become tools of governance to save face.

Assailants Murder Medical Doctor in Kenya

Yet to be identified assailants have killed a Medical Doctor in his clinic in Juja Kaimbu County Kenya.
It was gathered from the father of the deceased that unknown persons called his son some minutes past 12 midnight, pretending to be in urgent need of medical care.
''The doctor left his house and rushed to the clinic to tend to the criminals masquerading as patients. When the landlord opened the gate for him to park his vehicle, he found the criminals waiting for him and he ushered them into the consultation room without knowing that they were not patients. The criminals attacked the doctor with knives, stabbing him several times before fleeing the premises and leaving him for the dead. They left my son with serious wounds and stole his phone'', The father of the deceased lamented.
Detectives from the Directorate of Criminal Investigations (DCI) based in Juja are pursuing leads that could lead to the arrest of the culprits.
The detectives say they have already reached out to a telecommunications company to obtain the data required to track the mobile phone.
The doctor's murder comes amid concerns over the rise in crime in Nairobi, Kiambu, and Meru.

Law and order is an instrument that determines happenings in an environment to prevent insecurity and other unsavory situations. There is a saying that goes thus, '' Where there is no law, there is no sin.''
This implies that the aberrations of life such as waywardness and frivolities are avoidable.
Law and order encourage the people to do the right thing for the good of all. In any environment wherein law and order are effective, the safety of lives and properties are guaranteed.
For the leadership network in government to ensure law and order, the right policies must be in place in addition to the assurance that justice and equity are enabled.
When justice and equity are lacking in governance would experience a myriad of challenges.
The election and appointment of people of integrity who are competent to manage the affairs of any institution or government are imperative.
The breakdown of law and order could bring in its wake, the mismanagement of resources and poor governance.
Law and order ensure that there is the promotion of accountability in the Ministries, Departments, and Agencies of government. This, in turn, facilitates public confidence, support, and trust for the government.
The dictates of the constitution must be obeyed by both the government and the people, for the law and order to thrive.
The Civil and Public service laws regulate the affairs of the Civil and Public servants. The Scripture regulates and controls the affairs of religious adherents.
Professional ethics must be followed to the letter to be corporate in professional practices.
In the final analysis, the constitution of any nation, therefore, must be effectively utilized without abuse to promote justice and equity for ensuring a safe and secured society that must be sustained through peace and accelerated development.

‘’On this glorious occasion, we are delivering Sahafaudeen National Mosque for the use of Muslims for their socio-spiritual empowerment to better the lot of mankind or humanity. Why I am investing in the building of Mosques on the concept of puritanism ? It is the only house recognized by God as a ticket to gain Allah’s favor into paradise or Jannat if and only if we keep the sacredness status eternally-Daaru Salaam, the House of Peace indeed ! Nigerian Email Scammers Sentenced to Combined 22+ Years in Federal Prison

Two Nigerian fraudsters arrested in DOJ’s Operation reWired have been sentenced to a combined 22 ½ years in federal prison, announced acting U.S. Attorney Chad E. Meacham.
Opeyemi Abidemi Adeoso, 46, pleaded guilty in June of 2020 to 17 counts of wire fraud, eight counts of money laundering, six counts of use of a false passport, one count of conspiracy to commit wire fraud, and one count of conspiracy to commit money laundering. He was sentenced Thursday by Chief U.S. District Judge Barbara M.G. Lynn to 151 months in federal prison and ordered to pay $9.3 million in restitution.
His coconspirator, Benjamin Adeleke Ifebajo, 47, pleaded guilty in March 2020 to seven counts of wire fraud, six counts of money laundering, four counts of use of a false passport, one count of conspiracy to commit wire fraud, and one count of conspiracy to commit money laundering. He was sentenced in June to 120 months in federal prison and ordered to pay $2.1 million in restitution.
“These defendants utilized multiple tactics to deceive unsuspecting businesses out of their money. By assuming fictitious identities they defrauded dozens, which risks business health and in turn, erodes overall economic health,” said FBI Dallas Special Agent in Charge Matthew J. DeSarno. “Along with our federal law enforcement partners, we will continue to hold fraudsters accountable for their crimes and the harm they cause.”
Agents initiated an investigation into the pair in August 2018, after receiving a report of a business email compromise scheme from a victim who had transferred more than $504,000 into a bank account registered to a “Daniel Sammy Campbell.” Using the address associated with the account, they traced it back to Mr. Adeoso. Agents then reviewed bank surveillance footage and traced funds to identify Mr. Adeoso and Mr. Ifebajo, Nigerian nationals in the U.S. on non-immigrant vias.
According to court documents, the defendants admitted they used fraudulent passports to open individual bank accounts under assumed names. Other members of the conspiracy then sent phishing emails – which spoofed the email addresses of victims’ employers, supervisors, and other known business contacts – to numerous individuals prompting them to initiate wire transfers from their personal bank accounts or from their employer’s bank accounts.
Once the money hit the defendants’ accounts, they withdrew the money, often tens of thousands of dollars at a time, in cash, via cashiers’ checks, or through electronic transfer, then deposited the funds into other alias accounts. Occasionally, they made purchases with the money.
Mr. Adeoso is believed to have used aliases including, but not limited to: Peter Kuffor, George Macharty, Nelson Johnson, Braheem Larke, Michael Albert, Michael Jaden Sean, Michael Jeff Brown, and Benjamin Zee Brown. Mr. Ifebajo is believed to have used aliases including, but not limited to: Joseph Eric Johnson, Jeremiah Alex Malcom, Tidwell Anthony Wilson, and Andrew James Williams.
A third co-conspirator, Temitope Aminat Folorunsho, 35, pleaded guilty in July 2020 to multiple counts of wire fraud, money laundering, use of false passport, and conspiracy and was sentenced in July 2021 to 37 months in federal prison and ordered to pay roughly $221,000 in restitution. Ms. Folorunsho used aliases Terri L. Brown, Michelle Angel Cole, Robyn L. Granell, and Deborah Kiki Philip.
The Federal Bureau of Investigation’s Dallas Field Office, the U.S. Department of State’s Diplomatic Security Service (DSS), and Homeland Security Investigations’ Dallas Field Office conducted the investigation. Assistant U.S. Attorney Tiffany H. Eggers prosecuted the case.

Our service to humanity is sacrosanct to our living well on earth and out having a direct ticket into Jannat or paradise.
It is fundamental to note that if we fail to maintain good neighborliness as our service to humanity our religious activities towards God will automatically come to nullity.
The story of the rich man who refused to follow Jesus Christ gives more insight into the Holy Bible Matthew 18: 16-24,''16But if he will not hear thee, then take with thee one or two more, that in the mouth of two or three witnesses every word may be established.
17And if he shall neglect to hear them, tell it unto the church: but if he neglects to hear the church, let him be unto thee as a heathen man and a publican.
18Verily I say unto you, Whatsoever ye shall bind on earth shall be bound in heaven: and whatsoever ye shall loose on earth shall be loosed in heaven.
19Again I say unto you, That if two of you shall agree on earth as touching anything that they shall ask, it shall be done for them of my Father which is in heaven.

For any nation to achieve in the area of justice and equity to be able to have peaceful co-existence and sustainable development, the concept of philanthropy must be inbuilt into the culture learned and practiced to drastically reduce or exterminate poverty otherwise one would not be able to meet up with the admonition of the almighty Allah in the Holy Quran 90: 4-18, ''Verily we have created man into toil and struggle, thinketh he that none hath power over him? He may say boastfully wealth have I squandered in abundance! Thinketh he that none hath power over him? Have we not made for him a pair of eyes, tongue, and a pair of lips and shown him the two highways? But he hath made no haste on the path that is cheap and what would explain to thee the path that is steep?
It is freeing the bound man or giving of food in a day of deprivation to the orphans with claims of relationship or to the indigent down in the dust. Then he will be of those who believe and enjoy patience(constancy and self-restraint) and enjoying deeds of kindness and compassion such are the companions of the right hand.''
With all the churches, mosques, and other faith-based organizations around, claiming to have the direct line of God, there is a need to ask the people why democracy does not work amidst them, judging by the spate of insecurity everywhere. What then is the relevance of the houses of God and the scriptures, when the people fail to utilize their spiritual potency expected to reflect in achieving social desires. Wholesome service in the vineyard of God goes beyond religious exercises but extends to our care and service to humanity through the keeping of good neighborliness.
Adherents of all religions are expected to be change agents that are already reformed to be able to transform for good the people and the environment.

Current And Former Metropolitan Correctional Center Employees And Inmates Indicted For Bribery, Contraband Smuggling, Narcotics Distribution, And Obstruction Of Justice Offenses
Defendants Include Three Current and Former MCC Employees and Eight Former MCC Inmates Charged with Participating in Wide-Ranging Scheme
Damian Williams, the United States Attorney for the Southern District of New York, Michael J. Driscoll, Assistant Director-in-Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”), Ryan T. Geach, Special Agent-in-Charge of the Department of Justice Office of the Inspector General New York Field Office (“DOJ-OIG”), and Frank Russo, Director of Field Operations for U.S. Customs and Border Protection in New York (“CBP”), announced today the unsealing of an indictment charging three current or former Bureau of Prisons (“BOP”) employees, as well as eight former inmates of the Metropolitan Correctional Center (“MCC”), of conspiring to smuggle contraband such as drugs, alcohol, and cellphones to inmates at the MCC. Two of the BOP employees were also charged with obstructing justice. Four of the defendants were arrested today and will be presented before Magistrate Judge Sarah L. Cave later today. The additional defendants are already in federal custody and will be presented in this District at a later date. The case has been assigned to U.S. District Judge Andrew L. Carter.
U.S. Attorney Damian Williams said: “As alleged, MCC corrections officers Perry Joyner and Mario Feliciano, and MCC unit secretary Sharon Griffith-McKnight, undermined the institution they swore to serve by conspiring with the very inmates they are charged to protect by smuggling contraband into the MCC and, in the case of Joyner and Griffith-McKnight, by obstructing the pursuit of justice. This Office is committed to rooting out corruption in our jails and prisons.”
FBI Assistant Director-in-Charge Michael J. Driscoll said: “Federal law enforcement officers take an oath to defend the laws of the United States and protect its citizens. We allege the guards we've arrested today acted like nothing more than the criminals in their charge and assisted incarcerated offenders in committing more crimes. Our FBI/NYPD Joint Violent Crimes Task Force is working with our partners to root out the corruption we've uncovered; they will find everyone who should be held accountable for their blatant disregard for the law.”
DOJ-OIG Special Agent-in-Charge Ryan T. Geach said: “The defendants allegedly engaged in an extensive scheme to introduce dangerous contraband into MCC New York, threatening the safety and security of the institution, inmates, staff, and the public.”
CBP Director of Field Operations Frank Russo said: “As public servants, we are naturally held to a higher standard of conduct and subject to the same laws and rules that apply to private citizens. CBP will fully assist the Department of Justice in any and all investigations involving alleged unlawful conduct by our personnel, including cases that involve conduct which occurred prior to employment with CBP.”
The defendants participated in an extensive scheme involving bribery and smuggling of contraband, and the distribution of contraband within the MCC. The defendants include two current employees of the BOP, PERRY JOYNER and SHARON GRIFFITH-MCKNIGHT, and one former employee of the BOP, MARIO FELICIANO, as well as eight former MCC inmates: DONNELL MURRAY, a/k/a “Don P,” MARKEEN JORDAN, a/k/a “Kingo,” ANTHONY ELLISON, a/k/a “Harv,” TYRELL SUMPTER, a/k/a “Rell,” KEVIN CROSBY, a/k/a “Sama,” DAVID VALERIO, a/k/a “Santana,” a/k/a “Bando,” VIRGILIO ACEVEDO DE LOS SANTOS, a/k/a “Jairo Taveras,” a/k/a “Junior,” and STARLIN NUNEZ, a/k/a “Chino,” a/k/a “Junior.”
The contraband that JOYNER, FELICIANO, and GRIFFITH-MCKNIGHT smuggled into the MCC included controlled substances, cellphones, alcohol, and cigarettes. For their efforts, JOYNER and FELICIANO agreed to receive, and did receive, bribes from the inmate-defendants.
During the course of the scheme, in an effort to obtain a lesser sentence for ELLISON, GRIFFITH-MCKNIGHT submitted a letter to the District Judge responsible for sentencing inmate and co-defendant ELLISON that falsely described ELLISON as a “model inmate” even though at the time GRIFFITH-MCKNIGHT was smuggling contraband to ELLISON and therefore knew he was anything but a “model inmate.” Relying on this letter from GRIFFITH-MCKNIGHT, the District Judge who presided over ELLISON’s sentencing remarked that ELLISON’s purported good behavior in prison was “impressive” and that “[u]nless this is some sort of Grisham novel, and people are all corrupt and making all of this up about [ELLISON], it seems to me that it’s unavoidable that [ELLISON’s] trajectory at the MCC contains a lot of good.”
JOYNER obstructed justice by intimidating and threatening an inmate—an inmate that JOYNER was charged with protecting—whom JOYNER believed was providing the Government with information about JOYNER’s participation in the charged scheme.

The maximum potential sentences in this case are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendants will be determined by the judge assigned to each case.
Mr. Williams praised the outstanding work of the FBI, DOJ OIG, Special Agents from the U.S. Attorney’s Office for the Southern District of New York, and CBP.
The prosecution of this case is being handled by the Office’s Public Corruption and Narcotics Units. Assistant United States Attorneys Aline R. Flodr, Jonathan E. Rebold, and Daniel H. Wolf are in charge of the prosecution.
The charges contained in the Indictment are merely accusations, and the defendants are presumed innocent unless and until proven guilty.
